Welcome to the High Occupancy Vehicle (HOV)/Managed Use Lane (MUL) Pooled-Fund Study (PFS) (Study Number TPF-5(029)) web page! You will find a wealth of information about the HOV/MUL PFS and the most recent activities. This site also contains an inventory of freeway and arterial HOV facilities in the U.S. and Canada.
The HOV/MUL PFS is intended to identify and address the key issues and challenges that public
agencies are facing with HOV facilities. This study provides a forum to pursue projects
that address the needs that are common among participating members.
Any agency or authority responsible for planning, designing, implementing, managing, and
operating HOV/MUL facilities is eligible to join and participate in the PFS.

| Federal-Aid Highway Program Guidance on High Occupancy Vehicle (HOV) Lanes - On August 12, 2008, the Office of Transportation Management issued the "Federal-Aid Highway Program Guidance on High Occupancy Vehicle Lanes," which supersedes the previous version published on March 28, 2001. The updated program guidance clarifies some operational issues and explains requirements set forth in the Federal statute. The purpose of this document is to provide information useful to States as they plan, design, operate, and manage HOV facilities. This document also presents examples of how various metropolitan areas have approached the implementation of High Occupancy Toll (HOT) lanes. |
| Active Traffic Management: The Next Step in Congestion Management - This report describes the innovative approach to congestion management and managed lanes examined in each city visited in this European scanning study, summarizes the findings from the scan trip, suggests strategies that might be applicable to the United States, and recommends activities that might increase awareness and knowledge of the need to and means for planning for congestion management and managed lanes in light of this European experience. |
